Adequate Public Facilities Ordinances -- A survey by George Edwards

Note that APFOs have also been adopted in New York (1969), California, Washington and Florida -- in Maryland since 1978 including schools and roads in all 13 of the counties with APFOs and ten including water and sewer; Baltimore County includes storm water and recreation and Prince George's County, police/fire/rescue. I stress the inclusion of schools in the Maryland APFOs, because of the, to me baffling, omission of schools in the "model" APFO prepared by SCDHEC for South Carolina. This proposed APFO requires that localities implement a capital facilities plan and that they must link the capital improvement program with a comprehensive land use plan.
