Official January 18 Envision 2025 Meeting Horry County Comprehensive Plan

STATE OF SOUTH CAROLINA ) Horry County Comprehensive Plan) Steering Committee Meeting COUNTY OF HORRY ) Thursday, January 18, 2007
The Horry County Comprehensive Plan Steering Committee met on Thursday, January 18, 2007 at 3:00 PM in the Multi-purpose Room located at Horry County Government & Justice Center located at 1301 Second Avenue in Conway. The following committee members were present: Fred Richardson, David Utterback, Ibrahim Ashie, Sammy Johnson, Greg Hyman, Julie Harbin, Katherine Jenerette, Carroll Hardwick, Marty Ekster, Peggy Graham, Holly Kaufmann, and Marshall Smith. Staff present included John Danford, Ravin Gore, Christopher Klement, Carol Coleman, Janet Carter, and Nancy Tindall. Others present included Council Member Al Allen, Robert Cavanaugh, Jim Allison, Dr. Susan Libes, and Blake Lanford.
In accordance with the SCFOIA, notices of the meeting were sent to the press (and other interested persons and organizations requesting notification) providing the agenda, date, time, and place of the meeting.
Chairman Fred Richardson called the meeting to order at 3:00 PM.
Approval of Minutes – The minutes of December 14, 2006 and January 4, 2007 were distributed. After review, Julie Harbin made motion to approve and Sammy Johnson seconded. Motion carried unanimously.
Land Use Informational Session – John Danford gave a presentation explaining the definition of and the purpose for a Comprehensive Plan. He explained Horry County’s proposed population growth and its effect on land use. He explained a list of tools that could be included in the County’s Comprehensive Plan.
Christopher Klement reviewed the comprehensive plans for Lancaster County, Pennsylvania and York County, South Carolina. He explained they were similar in size to Horry County and dealt with similar situations (i.e. high population growth pressures, rapid urban expansion, preservation of agricultural, natural, and historical resources, etc.).
There was much discussion on the expected population. Marshall Smith suggested steering the development by using the sewer plan. Fred Richardson explained there was no such plan. He continued by explaining the plan had been to follow major corridors of the County, and that had been completed.
Ravin Gore stated County Council had approved an Affordable Housing Committee, and they would be appointing members to serve.
Ibrahim Ashie felt the Steering Committee’s job was to produce a plan instructing County Council where and how the County should grow. Sammy Johnson reminded the committee of the property that was being preserved. David Utterback questioned what had worked in the past and what people liked.
Fred Richardson asked staff to draft an element that encouraged development around the metropolitan areas and major transportation corridors. He also asked staff to include more information regarding development rights.
Bob Cavanaugh stated the County had problems servicing the urban area now. Dr. Susan Libes who served on the technical committee that worked on the Natural Resources Element stated the Land Use Element was very important to the Natural Resources Element.
Holly Kaufmann explained some of the items already in use in the County.
Marshall Smith asked Dr. Libes to bring her drawings to the next meeting. He also asked Sammy Johnson to bring his soil information to the next meeting.
Remarks – The committee will review draft goals, policies, and strategies at the next meeting, which is scheduled for February 1, 2007 at 3:00 PM in Multi-purpose Room B.
With no further business, the meeting was adjourned at 5:00 PM.
