Steering Committee Membership Criteria: Ordinance 14-05 Attachment Copy
Legislative history and summary
When enacting the ordinance
establishing the steering committee to come up with a new comprehensive plan
("Envision 2025"), the Horry County Council wanted to establish a balance in the
perspectives of its membership. In doing so, it named organizations and groups
representative of schools, utilities, major property owners business interests,
developers/realtors and environmental interests that could name one
representative as they chose. It allowed two designees by the county council and
planning commission chairmen and one community member appointee for each of the
eleven council districts.
As to county council districts, it precluded the appointment of
individuals affiliated with the real estate and land development
industries to help ensure that the county council appointees would
appropriately include those citizens with other balancing
perspectives, and prevent appointment of more individuals with real
estate or land development perspectives than already provided for in
the organizations/groups it had named with appointing powers.
Finally, it named the Horry County municipalities and SCDOT as
ex-officio members.

The following has been obtained by
scanning a hard copy of the steering committee attachment to ordinance 14-05 "to establish a steering committee for
the purpose of guiding the 2005 Horry County Comprehensive Plan update" with a
copy of the then county council members signatures to enact the ordinance on
February 1, 2005. The scanned copy was converted to text by optical character
recognition software and edited to conform to the original where OCR errors were
detected.
