COUNTY OF HORRY                       )              Thursday, May 3, 2007

 

The Horry County Comprehensive Plan Steering Committee met on Thursday, May 3, 2007 at 3:00 PM in the Multi-purpose Room located at Horry County Government & Justice Center located at 1301 Second Avenue in Conway.  The following committee members were present:  Fred Richardson, Mitchell Flannery, Julie Harbin, Tamera Bergstrom, George Edwards, Shirley Martin, Eric Rabon, Felix Pitts, Dr. Susan Libes, Greg Hyman, Johnny Skipper, Lawrence Langdale, Sammy Johnson, Holly Kaufmann, Pam Creech, and Peggy Graham.  Staff present included Janet Carter, Carol Coleman, Roy Taylor, John Danford, Christopher Klement, and Nancy Tindall.  Council Member Brent Schulz and Roland Meyer were also present. 

 

In accordance with the SCFOIA, notices of the meeting were sent to the press (and other interested persons and organizations requesting notification) providing the agenda, date, time, and place of the meeting.

 

Chairman Fred Richardson called the meeting to order at 3:10 PM.

 

Approvals of Minutes – The minutes of April 19, 2007 were distributed.  Julie Harbin made motion to approve the minutes, and Sammy Johnson seconded.

 

Committee Briefing on Statutory Obligations concerning the Comprehensive Plan - Janet Carter explained and addressed questions regarding the process of rewriting and approving the Comprehensive Plan, and how the Comprehensive Plan relates to the Zoning Ordinance, Land Development Regulations, Official Map, and the Capital Improvements Program. 

 

Land Use Element – Roy Taylor stated the first six elements would be discussed at the Planning Commission meeting tonight.  He explained the Land Use Element would be available to the Committee Friday morning.  He presented the future land use map and Christopher Klement explained the changes made to the map.    

 

There was much discussion regarding the white portion of the Future Land Use Map.  Peggy Graham made motion to add a definition, if needed, to explain these parcels.  Motion failed for lack of a second.  Roy Taylor suggested dropping the word “conservation” from Rural Conservation Areas.  Julie Harbin made motion to change Rural Conservation Areas to Rural Areas throughout the plan.  Pam Creech seconded and the motion carried unanimously.

 

Sammy Johnson asked about the preservation parcels.  It was decided that these parcels (i.e. Lewis Ocean Bays, etc.) would be identified by a different color than the Scenic & Conservation Areas. 

 

The committee noted a few changes in labels such as Baysboro should be changed to Bayboro and Rabon Crossroads should be changed to Rabon’s Crossroads.

 

The next meeting is scheduled for May 17, 2007 at 3:00 PM.  It was decided to meet on June 7 and June 21 also.  With no further business, the meeting was adjourned at 4:30 PM.
