Those presentations explicitly include schools and fire protection and delve into some potential ways to determine fair proportionate shares. This Web site's discussion concerning the Carolina Station portion of the 11/29/07 workshop raises some questions, legitimate or not, as to the necessity of a full-blown county-wide capital improvement plan or financial forecasts restricted to county-wide taxes for those potential ordinances -- developer proportionate share contributions or impact fees could offset these requirements somewhat as well as needed county-wide taxes.
